- Park Use Permits requests will be accepted as of
March 1st, on a first-come, first-serve basis in the
year that park areas are being reserved.
- Applicants for Park Use Permits will submit to the
Recreation Office in thirty (30) days prior to the
date requested a completed form with appropriate fees
for Board approval.
- Individual applicants are to indicate their name,
address, phone, date requested, type of use, number
of people participating, and area requested on the
Park Use Permit request form.
- Organizations are to supply their organizational
address, which determines residency or non-residency.
- Applicants will be informed as to the following
general information:
- Fees are to be paid at the time of request.
- Picnic areas will accommodate a 50 person capacity
- Ball diamonds are not always available.
- Park to be shared according to permit area.
- Basic restroom facilities provided at Kelly Park.
- Park closes at dusk. Refuse to be placed in containers
provided.
- No ground fires.
- NO ALCHOLIC BEVERAGES PERMITTED IN THE PARK.
- NE softball diamond will be held open for picnic
groups, unless previously scheduled for league or
tournament play.
- Groups shall be reminded that safety is a major
concern of the Orland Hills Recreation Department.
Therefore, vehicles shall be parked in the parking
lots provided. NO vehicle shall be allowed in the
grassy areas of the park. Vehicles parked in unauthorized
areas will be subject to tow.
- Any request for changes from the original schedule
submitted must be in writing to the Recreation Director.
Schedule changes will be determined as to availability.
- Organizations using the park facilities shall supply
the Recreation Department at time of application,
a Certificate of Insurance in the amount of $1,000,000.00
naming the Village as additional insured. In some
instances, a Hold Harmless Agreement will also be
required.
- Upon approval of the Park Use Permit by the Chairman
of the Board of Commissioners, one(1) copy shall be
retained by the Park Office, one(1) copy shall be
directed to maintenance, and one(1) copy returned
to the applicant.
- A Park Use Permit must be presented for inspection
upon demand or the group can be requested to leave
the reserved area.
- Master Park Use Schedule or Organizations' requests
will be drawn up by the Recreation Director in order
to facilitate scheduling of the areas and to avoid
conflicts.
- Park use fees will be waived for Non-Profit and
Not-for-Profit resident groups requesting park use
permits. A deposit will be required at the time of
application, and will be refunded if the area used
is left in "good, usable condition" as determined
by the Recreation Department of the Village of Orland
Hills. The deposit required is as follows:

If a group wants more than the number of areas allocated,
an additional deposit of original amount will be required.
We view this as a "maintenance fee" that
will be refunded if clean-up and other maintenance-type
work is not required to be performed by the village;
also, the "non-profit" and "not-for-profit"
terms were used to prevent employees from village
businesses (i.e., Walmart or Gas City) from renting
the fields for free for the day.
- Non-Resident groups and other organizations will
be required to pay a usage fee as well as the required
deposit $60 per area when requesting park use permits.
Both the usage fee and the deposit will be required
at the time of applications, and deposit only, will
be refunded if the area used is left in "good,
usable condition" as determined by an official
representative of tech Village of Orland Hills. The
non-refundable park usage fee required is as follow:

- Park use applicants shall, after using the park
and its facilities, clean the area of trash and litter,
and return picnic tables, etc, to there original place
and condition.
- Deposits are refundable provided the area, upon
inspection by the Recreation Department, is found
to be in good condition. Any moneys withheld for damage
and/or clean-up will be at the sole discretion of
the Recreation Department.
- Fees and deposits retained from Park Use Permits
will be used for improvements to and maintenance of
the picnic grove and other park facilities.
- Any group or organization abusing the park premises
and/or policies will, at the Park Commissions discretion,
face the possibility of being immediately denied a
permit in the future.
- Exclusive use of reservation of playgrounds, soccer
fields, ball diamonds, tennis courts, basketball courts,
and volleyball courts will not be permitted but instead
will be available for open play by the general public
subject to the Recreation Department's sponsored programs
and special events which will have first priority.
- Concession Stand(s) will be operated exclusively
to the Recreation Department realizing that an alternate
source of revenue is beneficial to the taxpayers.
- Use of Concession Stands(s) by an outside group
will be at the sole discretion of the Board of Parks
and Recreation Commissioners. Groups receiving approval
shall be required to pay a rental fee, provide a deposit,
supply their own equipment, and provide a Certified
Food Handler and $1,000,000.00 Certificate of Insurance.
Moreover, the operation the Concession Stand shall
be subject to approval of the Cook county Health Department.
