MINUTES

FOR THE REGULAR VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR JUNE 18, 2008

President Hastings called the meeting to order at 8:00 p.m.

Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings, Clerk Burke, Trustees: Diggs, Gnech, Hanley, Million and O’Neill, Administrator Daly, Attorney Shine, Recreation Director Bilina, Building Commissioner Ennesser, Chief Scully, Deputy Chief Blaha and Transportation Director Coleman. Absent: Trustee Morrison, Treasurer Roti, Public Works Director Worley, Assistant Public Works Director O’Hern and ESDA Director Leddin.

With a quorum having been established, a salute to the flag was proffered.

President’s Report: President Hastings

Mayor Hastings commented on the upcoming NSA Girls Fast-Pitch Illinois State Tournament being held in Orland Hills. The Tournament is expected to draw 70 teams on the weekend of June 20, 2008 and 88 teams on the following weekend. We anticipate well over ten thousand people per day utilizing services in the area and more than 200 room nights in hotels, because of this event.

Clerk’s Report: Clerk Burke

Clerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for June 4, 2008, as presented. Motion made by Trustee O'Neill, seconded by Trustee Gnech. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.

Finance Report: Trustee O'Neill

Trustee O'Neill moved, seconded by Trustee Hanley to approve Warrant # 08-09-07; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated June 18, 2008, in the amount of $138,069.82. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.

Trustee O'Neill moved, seconded by Trustee Hanley to approve Ordinance # 2008-010; adopting prevailing wage standards. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.

Trustee O'Neill moved, seconded by Trustee Hanley to approve and authorization to execute documents with Crowe Chizek & Co. LLC, for auditing services, as presented. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.

Youth, Education and Recreation: Trustee O'Neill

Trustee O'Neill moved, seconded by Trustee Hanley to approve the Orland Hills Wolves Youth Football Association's facility use requests for 2008, as presented. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.

Trustee O'Neill moved, seconded by Trustee Hanley to approve the waiver of fees for Orland Hills Wolves Youth Football Association's facility use requests for 2008, as presented. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.

Trustee O'Neill moved, seconded by Trustee Hanley to approve and authorize the execution of Program Instructor/Supervisor Agreements, as presented. Ayes: Trustees: Million, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: Morrison. MOTION CARRIED.
