MINUTES

FOR THE REGULAR VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR MAY 20, 2008

President Hastings called the meeting to order at 8:02 p.m.

Administrator/Acting Clerk Daly called the roll with the following results. Present: President Kyle R. Hastings, Trustees: Diggs, Gnech, Hanley, Million, Morrison and O’Neill, Administrator Daly, Attorney Shine, Recreation Director Bilina, Public Works Director Worley, Assistant Public Works Director O’Hern, Chief Scully, Deputy Chief Blaha and Treasurer Roti. Absent: Clerk Burke, Building Commissioner Ennesser, Transportation Director Coleman and ESDA Director Leddin.

With a quorum having been established, a salute to the flag was proffered.

President’s Report: President Hastings

Mayor Hastings read into the record Proclamation # 2008-1023, Tom Lahey Day.

Mayor Hastings then introduced Bonnie Holloway, Dawn Seputis, Marjorie O'Hern and Candice Morrison who are Board Members of the Orland Hills Dollars for Scholars organization. Bonnie Holloway made the presentation and awarded scholarships to the following individuals:

Amanda Bilina $250.00, Colleen O'Sullivan $250.00, Christina Ritter $500.00 and Tayler Sheahen $750.00.

Clerk’s Report: Administrator/Acting Clerk Daly

Administrator/Acting Clerk Daly requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for May 7, 2008, as presented. Motion made by Trustee O'Neill, seconded by Trustee Morrison. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Finance Report: Trustee O'Neill

Trustee O'Neill moved, seconded by Trustee Morrison to approve Warrant # 08-09-03; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated May 20, 2008, in the amount of $140,658.85. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Trustee O'Neill moved seconded by Trustee Morrison to approve and authorize the execution of documents with Black Box Network Services for telephone system maintenance, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Trustee O'Neill moved seconded by Trustee Morrison to approve issuing a letter of interest relating to the development of a Model Natural Gas Franchise Ordinance/Agreement, with DuPage Mayors and Managers Conference, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Trustee O'Neill moved seconded by Trustee Morrison to approve Resolution # 2008-1022, supporting the continuation of services through St. Francis Hospital in Blue Island, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Developmental, Planning & Zoning: Trustee Gnech

Police & Fire: Trustee Hanley

Trustee Hanley moved, seconded by Trustee O'Neill to approve and authorize the execution of documents for financing of the police vehicles, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Trustee Hanley moved, seconded by Trustee Gnech to approve Resolution # 2008-1024, adopting an intergovernmental agreement with Will County Emergency Services Mutual Aid Association, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Trustee Hanley moved, seconded by Trustee Morrison to approve Ordinance # 2008-009, authorizing stop signs at Haven Avenue and 161st Place, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Youth, Education and Recreation: Trustee Morrison

Trustee Morrison moved seconded by Trustee Hanley to approve Agreement #2008-1025, adopting an intergovernmental agreement with Elementary School District #140, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Trustee Morrison moved, seconded by Trustee Hanley to approve and authorize the execution of documents with Aquatic Weed Technology of Roselle for Weed and Algae Control Services at Ashbourne Lake, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Economic Development/ Environmental Committee: Trustee Diggs

Mayor Hastings asked if the "Girl Scout Planting Project" was scheduled for May 31st, and Trustee Diggs confirmed that to be correct.

Audience Comments:

Ms. Mary Golden of Orland Hills commented and asked questions relating to the Wolves operation of the concessions during the upcoming Softball Tournament, scheduled for June 20-22 and June 27-29, 2008. Mayor Hastings responded to the issues and planned a meeting with department heads and her to workout the detailed logistics.

No further business was to be heard so, President Hastings requested support of a motion to adjourn the meeting at 8:33 pm. Motion made by Trustee Gnech, Seconded by Trustee Morrison.
