MINUTES

FOR THE REGULAR VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR FEBRUARY 20, 2008

President Hastings called the meeting to order at 8:02 p.m.

Clerk Burke called the roll with the following results. Present: President Kyle Hastings, Trustees: Diggs, Gnech, Hanley, Million, Morrison and O’Neill, Administrator Daly, Attorney Shine, Recreation Director Bilina, Public Works Director Worley, Assistant Public Works Director O’Hern, Chief Scully, Deputy Chief Blaha, Transportation Director Coleman and Treasurer Roti. Absent: Building Commissioner Ennesser and ESDA Director Leddin.

With a quorum having been established, a salute to the flag was proffered.

President’s Report: President Hastings

Mayor Hastings requested support of a motion to approve Resolution # 2008-1007, urging the General Assembly to act on issues relating to Police pensions, as presented. Motion made by Trustee Gnech, Seconded by Trustee O'Neill. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Clerk’s Report: Clerk Burke

Clerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for February 6, 2008. Motion made by Trustee Morrison, Seconded by Trustee Gnech. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Administrator’s Report: Administrator Daly

Administrator Daly requested support of a motion to approve the hiring of William A. Davidson of Oak Forest and Mark J. Wirth Jr. of Orland Hills as Part-Time Police Officers at the starting rate of pay of $14.00 per hour, upon the successful completion of pre-employment testing, background investigation and certification of position prerequisites, effective with the approval of such documentation by the Village Administrator. Motion made by Trustee Hanley, Seconded by Trustee Gnech. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Clerk Burke administered the oath of office to both individuals. Mayor Hastings commented that Mr. Mark Wirth Jr. started as a Cadet, became a Community Service Officer and is now a Part-Time Police Officer. He further commented how this ascent through the ranks is testimony to the effectiveness of our Cadet Program, here in Orland Hills.

Finance Report: Trustee O'Neill

Trustee O'Neill moved, Seconded by Trustee Gnech to approve Warrant # 07-08-42; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated February 20, 2008, in the amount of $144,977.31. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.

Developmental, Planning & Zoning: Trustee Gnech

Public Works: Trustee Hanley

Trustee Hanley moved, Seconded by Trustee Morrison to approve the acquisition of road salt materials from Central Salt LLC of Elgin, Z-Force Transportation, Inc. of Chicago Heights or Robs Al-Around General Service of Lockport, for an amount not to exceed $110.00 per ton, as presented. Ayes: Trustees: Million, Morrison, O’Neill, Diggs, Gnech and Hanley. Nays: None. Absent: None. MOTION CARRIED.
