FOR THE REGULAR VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR JANUARY 3, 2007

President Pro-Tempore Gnech called the meeting to order at 8:01 p.m.

Clerk Burke called the roll with the following results. Present: Clerk Burke, Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill, Administrator Daly, Attorney Begley, Recreation Director Bilina, Public Works Director Worley, Chief Laveck, Police Director Scully, Transportation Director Coleman and ESDA Director Leddin. Absent: President Hastings, Building Commissioner Ennesser and Assistant Public Works Director O'Hern.

With a quorum having been established, a salute to the flag was proffered.

President's Report: Pro-Tempore Gnech

Pro-Tempore Gnech announced Proclamation #2007-1001, supporting Girl Scout Cookie Program Time.

Pro-Tempore Gnech announced Proclamation #2007-1002, establishing Martin Luther King Day.

Clerk's Report: Clerk Burke

Clerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for December 20, 2006. Motion by Trustee Morrison, seconded by Trustee O'Neill Ayes: Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill.  Nays: None.  Absent: None.

MOTION CARRIED.

Administrator's Report: Administrator Daly

Administrator Daly had nothing to report at this time.

Attorney's Report:  Attorney Begley

Attorney Begley had nothing to report at this time.

***COMMITTEE REPORTS***

Finance Report: Trustee             O'Neill

Trustee O'Neill moved, seconded by Trustee Morrison to approve Warrant # 06-07-35; being all regular bill payments for this period, which report is titled as "Miscellaneous Accounts Payable" and which report is dated January 3, 2007, in the amount of $73,287.80. Ayes: Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill. Nays: None.  Absent: None.  MOTION CARRIED.

Trustee O'Neill moved, Seconded by Trustee Morrison, to approve Ordinance #2007-001, abating certain taxes.  Ayes: Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill.  Nays: None.  Absent: None.  MOTION CARRIED.

Trustee O'Neill moved, Seconded by Trustee Morrison to approve Ordinance #2007-002, abating certain taxes. Ayes: Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill.  Nays: None.  Absent: None.  MOTION CARRIED.

Trustee O'Neill moved, Seconded by Trustee Gnech to approve Ordinance # 2007-003, approving procedure for electronic meeting. Trustee Million questioned whether a Trustee would get paid for attendance to the meeting without being there. Attorney Begley stated Village Code does not allow that.   Administrator Daly said that according to his understanding, electronic attendance would not qualify for meeting compensation. 

Trustee Diggs moved to table the matter for further discussion at committee meetings, seconded by Trustee Million.  Ayes: Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill.  Nays: None.  Absent: None.  MOTION CARRIED - ITEM TABLED.

Trustee O'Neill moved, Seconded by Trustee Morrison to approve and authorize the execution of documents with French & Associates of Park Forest for Storm Water Management Consulting, as presented.  Ayes: Trustees; Diggs, Gnech, Hanley, Million, Morrison and O'Neill. Nays: None. Absent: None. MOTION CARRIED.

Developmental, Planning & Zoning: Trustee Gnech

Trustee Gnech had nothing to report at this time.

Police & Fire: Trustee Million

Trustee Million had nothing to report at this time.

Public Works: Trustee Hanley

Trustee Hanley had nothing to report at this time.

Youth, Education and Recreation: Trustee Morrison

Trustee Morrison announced winter program registration.

Trustee Diggs had nothing to report at this time.

Audience Comments:

Ed Smith of 16194 Marigold discussed water issues.

Jim Arvia discussed electronic voting payments.

There being no further business, President Hastings requested support of a motion to adjourn the meeting at 8:28pm.  Motion by Trustee Diggs Seconded by Trustee Morrison Ayes: Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill. Nays: None. Absent: None.  MOTION CARRIED- MEETING ADJOURNED.
