MINUTES

 

FOR THE SPECIAL VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR APRIL 28, 2009

President Hastings called the meeting to order at 6:09 p.m.

Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings,         Clerk Burke, Trustees: Gnech, Hanley, Janachowski, Morrison, O'Neill, Roti,  Administrator Daly,  Recreation Director Bilina, Building Commissioner Ennesser, Public Works Director  Worley,  Assistant Public Works Director O’Hern, Chief Scully and Deputy Chief Blaha.  Absent:  ESDA Director Leddin.  

With a quorum having been established, a salute to the flag was proffered. 

President’s Report: President Hastings.

Mayor Hastings read Resolution # 2009-1015, supporting the State Capital Infrastructure  Program; and asked for support of a motion to approve, as presented.  Motion made by Trustee Morrison, seconded by Trustee Gnech.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

Mayor Hastings read Resolution # 2009-1016, authorizing participation in the Neighborhood Stabilization Program; and asked for support of a motion to approve, as presented.  Motion made by Trustee Gnech, seconded by Trustee O’Neill.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

Mayor Hastings read Proclamation #2009-1017 establishing  ”Motorcycle Awareness Month”  in Orland Hills. 

 

Clerk’s Report:  Clerk Burke

 

Clerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for April 15, 2009, as presented.  Motion made by Trustee Morrison, seconded by Trustee Gnech.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

Administrator’s Report: Administrator Daly.

Administrator Daly announced that he would be attending the SouthWest Council of Mayors Meeting, tomorrow evening in hopes of obtaining approval of FAU Route designation for 88th Avenue and for part of Haven Avenue.

 

Attorney’s Report:  - No report at this time.

Finance Report: Trustee O’Neill

Trustee O’Neill moved, seconded by Trustee Gnech to approve Warrant # 08-09-51; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated April 28, 2009, in the amount of $117,718.05.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

 

Trustee O’Neill moved, seconded by Trustee Roti to approve the Annual Budget for Fiscal Year 2009-2010, as presented.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

 

Trustee O’Neill moved, seconded by Trustee Janachowski to approve the Annual Pay Plan for Fiscal Year 2009-2010, as presented.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

 

Developmental, Planning & Zoning: Trustee Gnech - No report at this time.

Police & Fire: Trustee Hanley - No report at this time.

 

Public Works: Trustee Hanley.

 Trustee Hanley moved, seconded by Trustee Roti to approve and authorize the execution of documents with Alpha Construction Company of Hazel Crest for storm sewer point repairs, as presented.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED.

 

Youth, Education and Recreation: Trustee Morrison- No report at this time.

 

Economic Development/ Environmental Committee: Trustee Gnech - No report at this time.

No further business was to be heard so, President Hastings requested support of a motion to adjourn the meeting at 6:14 pm.  Motion made by Trustee Gnech, Seconded by Trustee Janachowski.  Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley, Morrison and Gnech.  Nays: None.  Absent:  None.    MOTION CARRIED - MEETING ADJOURNED.
