MINUTES
FOR THE REGULAR VILLAGE BOARD MEETINGOF THE PRESIDENT AND THE BOARD OF TRUSTEESOF THE VILLAGE OF ORLAND HILLS, ILLINOISFOR JANUARY 7, 2009
President Hastings called the meeting to order at 8:01 p.m.
Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings, Clerk Burke, Trustees: Diggs, Gnech, Hanley, Morrison, O'Neill, Administrator Daly, Attorney Shine, Recreation Director Bilina, Building Commissioner Ennesser, Chief Scully, Deputy Chief Blaha. Absent: Trustee Million, Public Works Director Worley, Assistant Public Works Director O’Hern, Treasurer Roti and ESDA Director Leddin.
With a quorum having been established, a salute to the flag was proffered.
President’s Report: President Hastings President Hastings read aloud Proclamation # 2009-1003, Martin Luther King Day. President Hastings read aloud Proclamation # 2009-1002, Girl Scout Cookie Program TIme. President Hastings commented that Roland Burris should be accepted as the Junior Senator from the State of Illinois and is hopeful that the U.S. Senate and others will concede. Clerk’s Report: Clerk Burke Clerk Burke requested support of a motion to approve the minutes of the Special Village Board Meeting of the Village President and the Board of Trustees for December 30, 2008, as presented. Motion made by Trustee Gnech, seconded by Trustee Morrison. Ayes: Trustees: Diggs, Morrison, Hanley, O'Neill and Gnech. Nays: None. Absent: Million. MOTION CARRIED.
Administrator’s Report: Administrator Daly. Administrator Daly requested support of a motion to approve and authorization to execute Intergovernmental Agreement # 2009-1001, between Orland Hills and Homer Glen, Orland Park, Tinley Park, Markham and Oak Forest, as presented. Motion made by Trustee O’Neill, seconded by Trustee Gnech. Ayes: Trustees: Diggs, Morrison, Hanley, O'Neill and Gnech. Nays: None. Absent: Million. MOTION CARRIED.
Attorney’s Report: Attorney Shine - No report at this time.

Finance Report: Trustee O’Neill Trustee O’Neill moved, seconded by Trustee Hanley to approve Warrant # 08-09-34; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated January 7, 2009, in the amount of $111,000.24. Ayes: Trustees: Diggs, Morrison, Hanley, O'Neill and Gnech. Nays: None. Absent: Million. MOTION CARRIED.
Developmental, Planning & Zoning: Trustee Gnech - No report at this time.
Police & Fire: Trustee Hanley - No report at this time.
Public Works: Trustee Hanley - No report at this time.
Youth, Education and Recreation: Trustee Morrison Trustee Morrison commented that Recreation personnel did a nice job planning and running the Ice Skating Party, which was attended by about 140 residents.
Trustee Morrison announced the Annual Santa Breakfast this Saturday.
Economic Development/ Environmental Committee: Trustee Diggs - No report at this time.
Audience Comments: Mrs. Marie DeBauche of Orland Hills requested signs to be installed for “No Ball Playing” at the Northwest corner of 169th Place and Hobart Avenue.
Mr. Jim Arvia commented about residents being more courteous in parking over the sidewalks. He also said the Village is doing a great job with the Wal-Mart project and the new fencing looks good. He also stated that Public Works has done a good job in maintaining and staining the boardwalk in Pepperwood subdivision.
Mr. Ed Smith complimented Public Works on a fine job done in removing trees around Ashbourne Lake and a good job with the curb repair.

Adjournment: No further business was to be heard so, President Hastings requested support of a motion to adjourn the meeting at 8:17 pm. Motion made by Trustee Gnech, Seconded by Trustee Morrison.
