MINUTES

FOR THE REGULAR VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR OCTOBER 15, 2008

President Hastings called the meeting to order at 8:01 p.m.

Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings, Clerk Burke, Trustees: Diggs, Gnech, Hanley, Million, Morrison and O'Neill, Administrator Daly, Attorney Shine, Recreation Director Bilina, Building Commissioner Ennesser, Assistant Public Works Director O’Hern, Chief Scully, Deputy Chief Blaha and Treasurer Roti. Absent: Public Works Director Worley, Transportation Director Coleman and ESDA Director Leddin.

With a quorum having been established, a salute to the flag was proffered.

President’s Report: President Hastings

President Hastings announced Make A Difference Day on October 25, 2008.

Mayor Hastings requested support of a motion to approve Resolution # 2008-1029, requesting the Illinois Attorney General to investigate sodium chloride (road salt) pricing, as presented.

Motion made by Trustee Hanley, seconded by Trustee Gnech. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Mayor Hastings stated that he was establishing a formal "Veterans Commission", which will be the first of its kind in Orland Hills. He is looking for resident volunteers and will ask Trustee O'Neill and Trustee Gnech to participate as Board Members.

Clerk’s Report: Clerk Burke

Clerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for October 1, 2008, as presented. Motion made by Trustee O'Neill, seconded by Trustee Morrison. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Administrator’s Report: Administrator Daly

Administrator Daly requested support of a motion to approve and authorize the execution of documents with Harris Computer Systems (formerly MSI) of Libertyville for computer system upgrades, as presented. Motion made by Trustee Morrison, seconded by Trustee Gnech. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Administrator Daly requested support of a motion to approve and authorize the publishing of the notice of proposed property tax levy, as presented. Motion made by Trustee O'Neill, seconded by Trustee Gnech. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Attorney’s Report: Attorney Shine - No report at this time.

***COMMITTEE REPORTS***

Finance Report: Trustee O'Neill

Trustee O'Neill moved, seconded by Trustee Hanley to approve Warrant # 08-09-23; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated October 15, 2008, in the amount of $253,752.21. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Trustee O'Neill moved, seconded by Trustee Morrison to accept and approve the Draft Audit Report and accompanying statements for Fiscal Year 2007-2008, as presented. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Developmental, Planning & Zoning: Trustee Gnech - No report at this time.

Police & Fire: Trustee Hanley - No report at this time.

Public Works: Trustee Hanley.

A motion to approve and authorize the advertising for Part-Time Snow Plow Drivers, as presented. Motion made by Trustee Hanley, seconded by Trustee O'Neill. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

A motion to approve the 2008 Sidewalk Program, as presented. Motion made by Trustee Hanley, seconded by Trustee Morrison. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Youth, Education and Recreation: Trustee Morrison

Trustee Morrison moved, seconded by Trustee Hanley to approve and authorize the execution of Documents for the 10th Annual Independence Celebration to be held on Saturday, June 27, 2009, as presented. Ayes: Trustees: Diggs, Morrison, Million, Hanley, O'Neill and Gnech. Nays: None. Absent: None. MOTION CARRIED.

Trustee Morrison announced the Annual Turkey Trot Race being held November 22, 2008. She also announced the Halloween Hours to be from 3pm until 7pm. Trustee Morrison went on to mention the success of the recent "Costume Bash" and other related holiday activities.

Economic Development/ Environmental Committee: Trustee Diggs - No report at this time.

Stormwater Management Committee: Trustee Diggs.

Trustee Diggs asked Building Commissioner Joe Ennesser to provide an update as to the Annual Stormwater Management Committee Meeting held on Wednesday, October 8, 2008 at 7:00 PM in the Village Complex. Trustee Diggs said that he was out of town and appreciated the update from Commissioner Ennesser. Trustee O'Neill said that he did attend the meeting and extended his thanks to Commissioner Ennesser for a job well done.

Audience Comments: Marie & Chris Kanofsky commented about the problems with parking on O'Brien Drive for parents dropping off and picking up children at Fernway School. Mayor Hastings directed Chief Scully to contact Ms. Novak at the school and to work on improving the situation.
