MINUTES

 

FOR THE REGULAR VILLAGE BOARD MEETING

OF THE PRESIDENT AND THE BOARD OF TRUSTEES

OF THE VILLAGE OF ORLAND HILLS, ILLINOIS

FOR AUGUST 6, 2008

 

 

President Hastings called the meeting to order at 8:00 p.m.

 

 

Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings, Clerk Burke, Trustees: Diggs, Gnech, Hanley, Million and Morrison, Administrator Daly, Attorney Shine, Building Commissioner Ennesser, Public Works Director Worley, Chief Scully and Deputy Chief Blaha.  Absent: Trustee O'Neill, Recreation Director Bilina, Assistant Public Works Director O’Hern, Treasurer Roti, Transportation Director Coleman and ESDA Director Leddin.  

 

 

With a quorum having been established, a salute to the flag was proffered. 

 

 

President’s Report: President Hastings

Mayor Hastings expressed gratitude to those who expressed their condolences on behalf of the Hastings family on the loss of a dear brother-in-law.  He commented about PACE budget constraints, including various transportation costs. 

 

 

He recognized John Sudar, former Mayor, Mary Bragg, School District 135 Trustee and John Jerding, Chairman of the Fire & Police Commission, as being in attendance.

 

 

Mayor Hastings made a presentation to the Cadets and took pictures with them.

Mayor Hastings made a presentation to Officer Dave LaMonte and recognized his achievements, including his recent acceptance with the Secret Service.  He wished him well on his new endeavors and asked to remember the people of Orland Hills who helped him on his journey to success.

 

 

A motion to recess at 8:20 pm was made by Trustee Hanley and seconded by Trustee Gnech.   Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.  Mayor Hastings recessed the meeting for fifteen minutes.

 

 

 

A motion to return to the regular order of business was made by Trustee Hanley and seconded by Trustee Gnech.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

Clerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for July 16, 2008, as presented.  Motion made by Trustee Hanley, seconded by Trustee Gnech.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

Clerk Burke requested support of a motion to approve the minutes of the Public Hearing of the Village President and the Board of Trustees for July 16, 2008, as presented.  Motion made by Trustee Morrison, seconded by Trustee Hanley.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

Clerk Burke requested support of a motion to approve changing the meeting date of the Regular Village Board Meeting of the Village President and the Board of Trustees from August 20, 2008 to August 27, 2008.  Motion made by Trustee Morrison, seconded by Trustee Gnech.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

Clerk Burke requested support of a motion to approve Ordinance # 2008-012, adopting the annual code update, as presented.  Motion made by Trustee Gnech, seconded by Trustee Morrison.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

Administrator’s Report: Administrator Daly

Administrator Daly requested support of a motion to approve the hiring of Frances C. Kristinat of Tinley Park as Part-Time Crossing Guard at the starting rate of pay of $10.00 per crossing, upon the successful completion of pre-employment testing, background investigation and certification of position prerequisites, effective with the approval of such documentation by the Village Administrator.  Motion made by Trustee Morrison, seconded by Trustee Gnech.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

Administrator Daly requested support of a motion to approve advertising for the hiring at the position of Part-Time Crossing Guard at the starting rate of pay of $10.00 per crossing.  .  Motion made by Trustee Morrison, seconded by Trustee Gnech.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

Trustee Hanley moved, seconded by Trustee Morrison to approve Warrant # 08-09-13; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable” and which report is dated August 6, 2008, in the amount of $105,363.86.  .  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

Trustee Hanley moved, seconded by Trustee Morrison to approve and authorize the execution of documents for participation in the Fifth District SWAT Team, as discussed April 8, 2008 in Committee and as presented.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

 

 

Public Works: Trustee Hanley

Trustee Hanley moved, seconded by Trustee Morrison to approve Ordinance # 2008-013, adopting the Federal Emergency Management Agency's Flood Insurance Rate Maps, dated August 19, 2008, as presented.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

 

 

Youth, Education and Recreation: Trustee Morrison

Trustee Morrison moved seconded by Trustee Hanley to approve and authorize the execution of Program Instructor/Supervisor Agreements, as presented.  Ayes: Trustees: Million, Morrison, Diggs, Gnech and Hanley.  Nays: None.  Absent: Trustee O'Neill.  MOTION CARRIED.

 

 

 

 

 

Economic Development/ Environmental Committee: Trustee Diggs

Audience Comments:

 

Ms. Pam Bonk of the Liberty Square Homeowners Association raised issues relating to the vacant property around their complex, including mice and mosquitoes.

 

Ms. Mary Bragg of Hunter Court raised issues relating to the commercial construction project at 16125 S. 94th Avenue relating to tree removal, damage to neighboring property, hours of work, fencing of the construction site and general length of the project.

 

Christina Sparacino, Harry and Loretta Froebel of Fox Court expressed concerns regarding children jumping on cars, playing hardball and football in the Court and the fence and overgrowth of trees on the west side of Fox Court.

 

Mr. Ed Smith of Marigold raised issues relating to the algae in Ashbourne Lake, including options to help control it.

 

Mr. Jim Arvia expressed his kudos to Building Commissioner Ennesser and Mayor Hastings for the installation of a much needed rear yard drain on the north side of 161st Place at 91st Avenue.  He also expressed concern for the missing latches on a couple of gates around the Pepperwood Pond.
